AI Urgent Action: Human Rights lawyer attacked

Amnesty International has received information about an attack on human rights lawyer Anum Siregar in Wamena, Papua province. Anum Siregar was attacked by an unknown person at about 11pm on 16 September on the way back to her hotel from a court hearing. The attacker, armed with a knife, stole her bag and injured her hand before fleeing the scene. Anum Siregar received treatment for her injuries at Wamena hospital, requiring at least two stitches.


18 Houses Burnt Down - Police Fails to Prosecute Perpetrators

On Saturday morning, September 6, 2014, between 08.00 and 09.00 East Indonesia Time (EIT) a Javanese woman named Catur Yuda (35 years) was killed at Arso I, Keerom Regency by her neighbour Hilarius Gombo (40), a man from the Papuan Central Highlands, as reported by the JPIC office of the Protestant Church in Papua (GKI-TP). Gombo killed Catur Yuda by hitting her with a machete to the neck. After the homicide the perpetrator went to disitrict police station Keerom and confessed the killing. 30 minutes later the police arrived at the site of crime and took the victim's body to the Keerom Kwaingga hospital for autopsy without securing the site of crime and surrounding area. After the police had left the site of crime, migrants from the neighbourhood gathered in order to burn down the perpetrator's house. Besides the perpetrator's house, the group of migrants also burnt 17 other houses to the ground. All 18 houses belonged to indigenous Papuans from the central highlands.


Civilian Shot by Police during Tribal Conflict

On September 18th 2014, a conflict ensued between the tribes of Ibele and Lani Jaya in the district of Jayawijaya in the highlands of Papua over a stolen motorcycle. Members of the local police were present during the attack of the Ibele tribe against the Lani Jaya tribe and also during the subsequent revenge action but failed to protect the community by simply watching and not intervening, even as the crowd burned down the house of local community leader Areki Wanimbo. At one point, members of the police started to randomly shoot live ammunition into the crowd. 18-year old Kukes Wandikbo was shot in the shoulder/neck area and is still in a critical condition.


Police Initiate Investigation against Prominent Papuan Human Rights Lawyer

He has received two summonses under accusations of coercion and rebelliousness under Articles 211 and 212 of the Indonesian Penal Code.

Attempted Criminalization of Papuan Human Rights Lawyer by Law Enforcement Authorities

Urgent Appeal by the Civil Society Coalition for the Enforcement of Law and Human Rights in Papua

On August 22, 2014, Papuan Lawyer Gustaf Kawer received a letter from the Crime Department (DIT RESKRIMUM) of the Papuan Regional Police (POLDA Papua), dated August 19, 2014, which summoned him to testify as witness related to his protest on June 12, 2014 in trial number: 39 / G / 2013 / PTUN.JPR at the Jayapura State Administrative Court. At that time Gustaf Kawer requested the adjournment of the verdict, because he was not able to attend the hearing as attorney of a plaintiff, who wanted to cancel the issuance of a land certificate by the National Land Agency (BPN) of Jayapura Regency. The trial had proceeded smoothly until the verdict on June 12, 2014.


Military Members Stab Two Brothers

One of the stabbed men is a member of West Papua National Committee (Komite Nasional Papua Barat, KNPB) while the other victim, his brother, is a student at Cenderawasih University.


French Journalists and Indigenous Leader at Risk of Prosecution in Papua

The International Coalition for Papua (ICP) is writing to inform you of an ongoing criminal investigation against two French journalists, Mr. Thomas Dandois and Ms. Valentine Bourrat in West Papua. The journalists are charged with articles concerning treason under the Penal Code and immigration crime under the Immigration Law. In addition to the journalist, the police hold an investigation against an indigenous leader in Lanny, Mr. Areki Wanimbo, whom the journalists met during their trip in West Papua. A human rights defender who has been seen with the journalists, Mr. Theo Hesegem, has also been summoned by the police.


Papuan Shot because of Road Block

As reported by newspapers Suara Papua and Majalah Selangkah, on September 18th 2014, Videlis Jhon Agapa (36), a pig farmer, was shot, allegedly by plainclothes military personnel in Nabire. Earlier, a passing car had hit one of Agape's pigs and killed it. For the Mee tribe which Agapa belonged to, pigs are an extremely valuable commodity. Agapa had set up a road block together with some friends to stop passing motorists and ask for donations to compensate for the pig.


Human rights Defender Called for Questioning


The well-known human rights lawyer Gustaf R. Kawer has received two summonses to the police office of Jayapura in the past few days. Fellow lawyers suspect an attempt to intimidate the tireless human rights defender.
