On October 26 2016, approximately at 23.00, Police forces opened fire at a group of protesters who had built a roadblock and burned car tires at Yos Sodarso Street, Sanggeng area, Manokwari. Local residents of Papuan origin had built the roadblock after a community member named Vigal Pauspaus was stabbed by an unknown perpetrator from Makassar in a dispute over an unpaid bill.

When police forces arrived at the location to open the roadblock, the protesters obstructed the officers. Thereupon, police officers fired with live ammunition at the crowd and killed one person. Eight other victims were seriously injured, six of them by bullets.

Onesimus Rumayom (45 years) died on the spot after being shot in front of Sanggeng police post on Yos Sudarso Street. It is unclear whether police officers deliberately killed Onesimus, since he was known as an activists of the West Papua National Authority (WPNA) and the United Liberation Movement for Pest Papua (ULMWP), which the government considers to be separatist organisations.
