Responding to the latest incident in Tolikara on July 17, 2015, leading to a shooting against civilians and the burning of small stores, herewith we declare as follows:

The Melanesian Spearhead Group (MSG) has given the United Liberation Movement for West Papua (ULMWP) observer status as a "development partner representing the welfare of Melanesian people living outside."

According to a report received from Majalah Selengkah, a Papuan independent news site, their journalist Yohanes Kuayo (photo: Tapol) was arrested in Nabire just one day after global protests around the world called on Indonesia to respect media freedoms in Papua and open the region for foreign journalists, humanitarian NGOs and human rights observers.

Amnesty International calls on the Indonesian authorities to end arbitrary arrests of Papuan political activists solely for exercising their rights to freedom of peaceful assembly and expression in the country's Papua region. Anyone who remains detained solely for the peaceful exercise of their human rights must be immediately and unconditionally released.

An appeal from the International Coalition for Papua (ICP) concerning the latest development in West Papua
We, Church leaders, human rights defenders, academics and international observers, gathered in Brussels for the International Consultation on Papua 2015 to discuss the situation of human rights in Papua. We also met in the European Parliament on 5 May 2015 upon the invitation of Ms Ana Gomes, Member of European Parliament, to discuss the current situation in Papua, with the presence of Chargé D’affaires of the Indonesia to the European Union and Indonesian diplomats from Brussels and Jakarta.
Government unwilling to genuinely protect freedom of expression

A written submission to the UN Human Rights Council by the Asian Legal Resource Centre
Despite the existence of constitutional and other legal provisions, protection for the right to freedom of expression remains weak in Indonesia. This is largely due to the government's inconsistency in applying the law, as well as a lack of police regulations and policy on dealing with citizens expressing their right.

Dear Mr President, I am writing to you on behalf of TAPOL and the undersigned organisations, all of whom are deeply concerned about the absence of free and open access to the Indonesian provinces of Papua and West Papua (henceforth: Papua) for international journalists, humanitarian organisations and human rights observers. The media blackout in Papua denies the Papuan people the right to have their voices heard and allows human rights violations such as killings, torture and arbitrary arrests to continue with impunity.

At the end of May 2015, there were at least 47 political prisoners in Papua.
The recorded number of arbitrary arrests in Papua has reached a record high, with at least 487 people arrested during May. In our last update, we reported on the mass arrests of 264 people who participated in activities on 1 May commemorating the 52nd anniversary of the administrative transfer of Papua to Indonesia.
