Breaking the silence on Papua

Last week the UN fora in Geneva and New York broke the silence on Papua. During the 24th session of the UN Human Rights Council in Geneva, the International Coalition for Papua (ICP) marked the session by revealing systematic efforts endorsed by the Indonesian government to isolate Papua from international scrutiny. As an attempt to break the silence surrounding this issue, the ICP released its third annual report highlighting the worsening conditions of human rights in Papua.


‘The Neglected Genocide’ – a report detailing series of abuses in 1977–1978 in Papua is launched

(Hong Kong/Wuppertal, Thursday, 24 October 2013) The Asian Human Rights Commission (AHRC) and Human Rights and Peace for Papua (ICP) are launching a report on the human rights abuses that took place in the central highlands of Papua, Indonesia during the course of 1977-1978. The report discusses violations under the Convention on the Prevention and Punishment of the Crime of Genocide and aims at truth-building. The report, which was concluded after three years of research by the AHRC, reveals the death of over 4,000 indigenous Papuans, including minors, as a result of operations conducted by the Indonesian military in the area.

Amongst those who were killed were infants and children, 10 years-old and younger as well as elderly persons aged over 60. The methods of killing commonly used by the military at that time include aerial bombings and strafing by American-supplied OV-10 Bronco planes.

Free West Papua Campaign

Yesterday the Free West Papua Campaign held a day of action and remembrance in commemoration of the tragic events of 6th July 1998, where on the island of Biak, West Papua, over 200 innocent West Papuan people were brutally killed by the Indonesian military just for raising their national flag atop the water tower in their town.


Isolation of Papua highlighted during ICP Consultation

On September 25, 2013 a three days lasting event including an international consultation on Papua concluded in Geneva. The consultation titled Isolating Papua highlighted the increasing practice of limiting access to the Papuan provinces of Indonesia. It emphasised that a dialogue between Jakarta and Papua was the only possible way to ensure peace and human rights in the Land of Papua. The consultation was attended by more than 50 participants from Papua, Jakarta and other countries. The discussion was organised by the International Coalition for Papua (ICP) and hosted by the World Council of Churches in Geneva, Switzerland.


MSG makes positive statements for West Papua

Free West Papua Campaign

Following a strong campaign by the West Papuan National Coalition for Liberation and the government of Vanuatu for West Papua to be given member status in the Melanesian Spearhead Group (MSG), it was disappointing that this week’s meeting postponed any such decision to the future. However, we are very pleased to report that in its’ resolution announced in the plenary session on 21st June the leaders of the MSG made two important decisions on West Papua,

[1]. MSG fully supports the inalienable rights of the people of West Papua towards self- determination as provided for under the preamble of the MSG constitution;

[2]. MSG stated its concerns about human rights violations and other forms of atrocities relating to the West Papuan people. It encouraged members to raise these concerns through their bilateral relations with Indonesia.

The first statement is the most important, and provides a strong basis for Melanesian nations to take the issue of West Papuan independence onwards to other forums, including hopefully the UN.

EU and Indonesia sign historic agreement on illegal timber

On September 30, 2013, after six years of negotiations, the EU signed an agreement with Indonesia to fight illegal timber trade. The voluntary partnership agreement is trying to ensure that Indonesian timber and timber products are systematically checked under an independently monitored traceability system to ensure they are produced in compliance with relevant Indonesian legislation.

A Human Rights Tragedy 15 years ago is still Ignored by the Indonesian State


KontraS Papua, Bersatu untuk Kebenaran (BUK) and Elsham have issued a joint statement saying that the Indonesian State has shown no interest in the Tragic Bloody Incident which occurred in Biak fifteen years ago, on 6 July 1998.

The Human Rights Committee this afternoon concluded its consideration of the initial report of Indonesia on its implementation of the provisions of the International Covenant on Civil and Political Rights.

(July 11, 2013, Geneva) On July 10 and 11, 2013 the UN Human Rights Committee reviewed the implementation of the International Covenant on Civil and Political Rights, one of the most important human rights treaties Indonesia has ratified and has the obligation to implement to ensure protection of these rights in Indonesia.
