Between July 10 and 12, 2013, the UN Committee on Civil and Political Rights (CCPR), also called Human Rights Committee (HRC) reviewed Indonesia's implementation of the International Covenant on Civil and Political Rights (ICCPR) during its 108th session. Indonesia acceded to the convention in February 2006 and was overdue to report. During the review the committee raised the situation in West Papua repeatedly with the committee, which is reflected in its concluding observations.

West Papua is the western half of the New Guinea island and comprises the two eastern-most Indonesian Provinces (Province Papua & Province Papua Barat). After decades of transmigration from other parts of Indonesia, the indigenous Melanesian population makes up less than 40% of the population.
